<div>Mr. Post brings a wide range of financial experience to HMC including all the financial aspects of operating large, project-related businesses.&nbsp; He will provide the depth and breadth required to ensure that HMC can realize its long-term strategic goals.</div>

<div>Since 2002 Mr. Post was a member of the Board of Van Wijnen Holding N.V., a privately owned Construction &amp; Project Development company, where he held the overall Finance responsibility, including consolidation and reporting, tax, investment, treasury and ICT.&nbsp; From 1990 until 2002 he worked for Ballast Nedam, a listed international construction company as Company Controller and the last few years as Finance Director and member of the Board for the Infrastructure division.&nbsp; His early career was with PricewaterhouseCoopers as an audit manager.</div>

<div>Mr. Post holds a bachelor degree in Business Economics from the University of Amsterdam and a degree in International MBA/MBI from the Erasmus University in Rotterdam.</div>

HMC hopes by having an office in Groningen it will be an attractive employer for technically educated people in the north of the Netherlands.</div>

<div>HMC was recently awarded a number of large projects, among these the dismantling and removal of nine platforms in the North Sea. These projects demand a thorough technical preparation and supervision to guarantee an effective and safe execution. This leads to an increase in the demand for properly qualified technical personnel. Research has shown that there is an adequate pool of resources with a technical background and some work experience in the north of the Netherlands. By opening an office in Groningen, HMC will have access to a pool of potential new hires outside the main urban centers in the west of the Netherlands.</div>

<div>The hiring of new employees for the Groningen office is going well. &#8220;In a short period we hired eight new people, especially engineers and draftsmen. Several of them were looking for a challenging technical position, but didn&#8217;t want to move to the west of the Netherlands. We offer these people a new challenge in an international industry, which is developing rapidly,&#8221; says Fr&#233; Olthof, manager of the Groningen office. By the end of 2008 HMC needs 15 people working in Groningen, and early next year 25.</div>

<div>HMC will move into an office at 87D Peizerweg, Groningen. Required IT infrastructure and CAD stations for the draftsmen are being installed. The office building meets all modern demands. The building can be reached easily by car and public transport and has modern fitness facilities.</div>

<div>Heerema Vlissingen, one of the three construction yards of Heerema Fabrication Group (HFG) completed the construction of the Hasdrubal oil and gas platform. The topside has been loaded from the construction quay in Vlissingen on a seagoing barge for transport to the Gulf of Gabes, approx. 110 kilometres offshore Tunisia in the Mediterranean.</div>

<div>In June last year the construction of the Hasdrubal platform started at Heerema Vlissingen yard. This 2,450 tons weighing platform for BG Tunisia is not a heavy weight but the contract is in many aspects very challenging. The construction represents in total approx 300,000 man hours.</div>

<div>The topside has 5 decks, a weight of 1,450 ton and measures 46 x 30 x 29 meter. The jacket has a weight of 1,000 ton and a length of 70 meter. Within the scope of the contract also the final concept and design, as well as the transport to Tunisia, offshore installation and hooking up the platform are Heerema&#8217;s responsibility. Furthermore, Heerema Vlissingen will also provide training to the people of BG Tunisia on location, how to work the platform. Especially offshore installation, hooking up the platform, training on location and all of this within a very tight time schedule, characterizes the unique position of a European construction company like Heerema Vlissingen.</div>

Also noteworthy is that we completed the project without a single lost time injury", according to Wim Matthijssen, Managing Director of Heerema Vlissingen. <br>The Hasdrubal platform will be installed in a water depth of 60 meter and approx. 110 kilometer offshore Tunisia. BG Tunisia is the operator of&nbsp; Hasdrubal and owns the field together with ETAP. It is expected that the platform will be operational in 2009.</div>

<div>HMC's Executive Vice President Commercial Steve Preston says this contract offers a unique opportunity to not only re-enter the Asia-Pacific market but also to demonstrate our client&#8217;s confidence in HMC to deliver such a large project in a remote region.</div>

<div>The substructure will be installed in 125 meters water depth and is planned to take place in 2011. The topside of 23,600 metric tons will be installed with the float-over method in 2012. The transport and float-over are planned to be performed with HMC&#8217;s barge H851, currently the world&#8217;s largest launch barge. The topsides will be fabricated in South Korea.<br>&nbsp;<br>The installation of the North West Shelf Venture facilities will mean a return of Heerema Marine Contractors to Australian waters after 14 years.</div>

<div>Heerema Vlissingen, one of the three construction yards of Heerema Fabrication Group (HFG) donated this morning three diesel pumps to the Koninklijke Nederlandse Redding Maatschappij (KNRM) (Royal Dutch Rescue Company) for the lifeboats of Cadzand, Westkapelle and Veere. The donation represents an amount of 3,750 Euro and has been donated by Heerema Vlissingen of the &#8216;Safety Incentive Scheme&#8217; fund.</div>

<div>This morning a symbolic transfer took place at the Heerema Vlissingen quayside in Vlissingen-Oost. This symbolic transfer was performed by Pieter Posthuma, an employee of Heerema Vlissingen and the initiator of the donation, by means of starting the diesel pump on board the lifeboat Zeemanshoop.</div>

Every month Heerema, as well as customers, donates an amount of money in this fund. The amount of money depends on measured criteria. Employees of Heerema can make a request to which organization or charity fund they would like to donate the money. Since the start of this initiative Heerema has donated for more than 30,000 Euro to charity funds and organizations.</div>

Headquartered in Rothienorman, Scotland, PTL is a pipeline construction service company specializing in the niche area of automatic pipeline welding for the oil and gas industry.</div>

<div>PTL is a long-time subcontractor and critical supplier of HMC and a successful and mutually beneficial relationship has been established over the years. HMC decided to purchase PTL to build on this relationship and to be able to deliver PTL&#8217;s services as part of its total package. </div>

<div>HMC continues to focus on maintaining its leading position in deepwater field development. The acquisition of PTL fills a critical need in this supply chain.</div>

(Heerema) has signed a contract with Nexen Petroleum U.K. Limited (Nexen) for the fabrication of the 6,000-ton Production Sweetening (PS) deck and the 500-ton bridge for the fourth platform on the Buzzard installation.</div>
<div>&nbsp;</div>
<div>The PS deck has three deck levels and will have a length of 60 meters, a width of 36 meters and an overall height of 42 meters. The bridge, with a length of 80 meters, will connect the new facility to the existing Buzzard complex. The fabrication work will start in June this year. The load-out of the deck is scheduled in March 2010. </div>

<div>The 3,500 Te jacket will measure 42 x 42 x 124 meter with 8 of 96&#8221; piles. The construction is scheduled to start in August 2008 and the jacket and piles will be ready for sail-away in the 3rd quarter of 2009.&nbsp; </div>

The Ekofisk topsides and jackets will be removed and taken to a yard in Vats, Norway, for recycling and disposal. An estimated 96-98% of the material recovered will be recycled by 2014. The award includes several options for removal of further platforms and other installations.</div>
<div><br>Commenting on the award, HMC's Executive Vice President Commercial Steve Preston says: "This award strengthens the excellent relationship between our companies. We are looking forward to a continuation of the successful execution of Ekofisk CAT 1. For Heerema Marine Contractors and our key suppliers, it is a further step in demonstrating our ability to deliver the complete service required for such a decommissioning project."</div>
<div><br>Safeguarding the environment, safety and predictability of the execution are the starting principles for the planned removal and recycling methods. HMC will remove and recycle the platforms in a phased sequence, whereby optimum use is made of both the unique as well as proven capabilities of its vessels.</div>
<div><br>Offshore removal is expected to be completed by the end of 2013. The work will be carried out by the Semi-Submersible Crane Vessels 'Hermod' and 'Thialf'.</div>

In just 14 months from concept to delivery, the Thialf has been fitted with a PLET (Pipe Line End Terminal) reconnect tower, an A&amp;R (Abandonment &amp; Recovery) Winch and&nbsp;four additional&nbsp;six-cylinder engines to increase the vessel&#8217;s Dynamic Positioning (DP) capacity.</div>

The upgrade comprised the installation of four engines with all required auxiliaries such as cool water, fuel, lub oil, etc., the installation of four 4600 kW generators, the installation of electrical&nbsp; panels in new switchboard rooms, the installation of a sea chest and extension of the existing pump room as well as the installation of a of Power Management System.</div>

The template and the piles, the longest ever built, have been loaded from the construction quay in <st1:city w:st="on">Vlissingen</st1:city> on a seagoing barge for transport to <st1:country-region w:st="on">Angola</st1:country-region>, <st1:place w:st="on">West Africa</st1:place>.<o:p></o:p></strong>

<div>Construction work for the fabrication of the 3,000 ton weighing template and twelve 625 foot long piles for the Tombua Landana platform started at the Heerema Vlissingen yard in July 2006. Since then more than 240,000 man hours have been worked on this construction, which Heerema Vlissingen fabricated for DSME on behalf of Cabinda Gulf Oil Company (CABGOC) and its partners. </div>

The template has been built with a tolerance of only 3 millimeters between the cylinders, where the piles have to be driven into the seabed. <p>The contract between BG Tunisia, ETAP and Heerema Vlissingen comprises the engineering, procurement, construction, transportation and installation (EPCI) of the Hasdrubal A platform. This facility, consisting of a 1,000 ton jacket and a 1,500 ton topside, forms part of the Hasdrubal field development in the <st1:placetype w:st="on">Gulf</st1:placetype> of <st1:placename w:st="on">Gabes</st1:placename>, situated on <st1:country-region w:st="on">Tunisia</st1:country-region>&#8217;s east coast in the <st1:place w:st="on">Mediterranean Sea</st1:place>.<o:p></o:p></p>

<div>After receipt of the Letter of Award at the beginning of this year the work commenced at our Heerema Vlissingen fabrication yard. Currently the production of the five stories topside is progressing as planned. The under- and main decks are already completed, whilst the mezzanine-, weather- and heli decks are presently under construction. The construction and installation is scheduled for completion at the start of July 2008. The well hook-up is planned during the fourth quarter of 2008. The contract will generate approx. three quarters of &nbsp;a year work for the Heerema Vlissingen yard.<o:p></o:p></div>

<div>&nbsp;</div>
<div>The Deck was installed in Nigerian waters using the so-called float-over method. This involves placing the Deck on a Transportation vessel and outfitting the vessel with equipment to enable it to be pulled between the pre-installed Jacket legs and then for the load to be transferred from the vessel to the jacket in a controlled manner.</div>
<div>&nbsp;</div>
<div>The float-over was the second phase of the EPC1b project, the third and final phase will commence on October 25 using HMC&#8217;s SSCV (semi-submersible crane vessel) Hermod. The first phase took place in 2006 when HMC's SSCV Thialf installed the GX Jacket.</div>
<div>&nbsp;</div>
<div>The GX Deck weighed approx. 11,000 ton and was fabricated by HHI (Hyundai Heavy Industries) in Korea. Following a 37-day sail to Nigeria, Heerema mobilized three tugs, an accommodation support vessel and over 80 persons to manage the float-over operation.&nbsp; The actual float-over completion date of October 14 was only two days behind the original schedule agreed with HHI over two years previously. The two-day delay was due to inclement weather at the very end.</div>

<div>Project Manager Alan Paige says that &#8220;although the float-over crew had to operate in difficult conditions they once again demonstrated that having the hardware is only part of the story and that it is the people that make the difference between success and failure.&#8221; </div>

This followed the handover of the P3 steel catenary riser (SCR) from HMC&#8217;s Balder to the PQ&nbsp;chain jack.<br><br>By reaching this milestone the Balder completed the extensive flowlines and risers installation program which started back in April 2006. The installation of the six in-field Atlantis lines has been a tremendous challenge. </font>

Most systems on board were loaded to their maximum capacity during installation of these heavy pipelines, especially during the transfer of the riser system to the platform. <p>The Advisory Board of Heerema Marine Contractors (HMC) hereby announces that Mr. Stefan Hase has decided to leave the Company in mutual agreement with the shareholder. Stefan resigns from his position of Chief Financial Officer and Statutory Director of HMC and will relocate back to Germany for private reasons.</p>
<p>The Advisory Board has accepted Stefan&#8217;s resignation effective immediately, and will assure replacement of the Chief Financial Officer position is taken care of in due time. An external search will be executed for this purpose.</p>
<p>The Financial responsibilities will be transferred temporarily to Mr. John B. Reed, Chief Executive Officer of HMC.</p>
<p>We regret his resignation and thank Stefan for his contribution to the HMC results during the past nearly 2 years of service. We wish him all the best for his private life and professional career.</p>

Her thesis concerns the effect of the reeling installation method on the technical integrity of tight fit pipe when being installed offshore. In cooperation with TU Delft, Dosto Engineering, SenterNovem (Ministry of Economic Affairs) and a Japanese manufacturer of specialist pipe materials (Kuroki T&amp;P), the Ph.D. research project was set up and carried out by Eelke while working for Heerema Marine Contractors (HMC).</p>
<p>HMC entered the Deepwater Subsea market in the late 1990s. Investments in knowledge and development of technology are key factors for success in this market. Welding, Field Joint Coating, Installation methods, but also the use of specialist materials, are areas of technology development that allow HMC to compete.</p>
<p>In 2002 the decision was made to invest in Reeling know-how. A Ph.D. research project was set up to investigate Reeling while using the so called Tight Fit Pipe (mechanically bonded clad pipe). Jan Meek, Professor Offshore Engineering of the TU Delft, and working for the Heerema Group, was the supervisor of Eelke.</p>
<p>Further investigation into the topic is expected. HMC also participates in other joint industry research projects, like welding technologies.</p>

<div>The load-out of the 2,000 tonne Sean Compression Module at the Heerema Hartlepool yard on August 2, marked the successful completion of the construction for its client Shell U.K. Ltd. After the necessary seafastening operation on the AMT Discoverer barge, the unit with a length of 28 metres, a width of 30 metres and a height of 22 metres has set sail for its final destination in the U.K. Southern North Sea on August 28.&nbsp;Installation of the module will be performed by Heerema Marine Contractor&#8217;s Hermod crane vessel.</div>

The new vessel will feature unrivalled speeds and state-of-the-art equipment. It will enable HMC to operate in remote areas and ultra deepwater increasing the pace of field development worldwide. Once the vessel enters the market in 2010, it will secure construction capacity for at least another three decades. </div>

<div>The conceptual design was prepared in-house by Heerema Marine Contractors:<br><br><img height=295 alt="" src="/Portals/3/Docs/Corp/News/20070430/newvessel_20070430.jpg" width=374 border=0><br></div>

<div>The new vessel will be 220 meters long, 88 meters wide and 44 meters depth. It will have a maximum speed of 20 knots: up to four times the speed of our current deepwater construction vessels. The high speed capacity of the new vessel will dramatically cut travel time between projects and provide our clients with more productivity in a broader range of geographic areas.</div>
<div><br>There will be facilities for 550 people, upgradeable to 750 people. Payload is 25,000 tonnes and the power generation capacity will be of 75 MW. The Dynamic Positioning Station keeping system will be of NMD Class III. </div>
<div>&nbsp;</div>
<div>The dual crane capacity of 15,000&nbsp;t enables us to continue installing the largest and heaviest fixed and floating structures to date. The new J-Lay tower and deepwater lowering construction means we can install pipelines and structures from 200 - 3,500 meters water depth with a maximum of 32&#8221; O.D. The tension capacity will be 2,000 t: this is double the capacity of the Balder. </div>

<div><strong>Opening up the Arctic frontier</strong></div>
<div><br>Because of its design and speed, the new vessel will make offshore construction in the Arctic feasible. The placement of the cranes, the J-Lay tower and other installation equipment, as well as the structural quality of the hull and thrusters, are well suited for the Arctic. </div>

<p>Some five years ago the current Heerema house style was introduced. Since then the Heerema Group has evolved and changed in composition. The present Heerema Group of companies required a new visual identity.</p>
<p>Pieter Heerema, Heerema Group President, explains: &#8220;Synergy between all Heerema divisions is important as it allows us to leverage our strengths. The hub was installed in 8,000 ft deep water and will supply US consumers with 1bn cubic feet of natural gas per day.</div>

<div>During the course of the Independence Hub project HMC set world records for deepest flow line installation (9,000 ft), deepest SCR installation, longest mooring lines (at 2.4 miles each), deepest suction pile installation (at 8,000 ft), heaviest SCR load (800 t) on a deepwater floating facility, and deepest in-line future tie-in subsea structure.</div>

<div>The Independence Hub facility consists of a semi-submersible hull, with integrated topsides and a 12-line taut polyester mooring system, which supports the steel catenary risers (SCRs).</div>
<div>&nbsp;</div>
<div>The SCRs connect a network of flow lines to the hub facility. All gas will flow through one export pipe called the Independence Trail, which export SCR originates from the Hub facility with a 20 inch SCR. </div>
<div>&nbsp;</div>
<div>On April 1 the Balder completed the installation by attaching the SCR&#8217;s flex-joint to the porch of the Independence Hub. The 20 inch SCR sets the record for the deepest and heaviest riser installed in the world.</div>

<div>Despite adverse sea conditions and with the assistance of three tugs, the Balder completed the installation with minimal loss of time.<br></div>

<div>A key contract for the Topside Fabrication and Integration for the new installation on the Valhall field is in the process of being finalized with Heerema Zwijndrecht by BP Norway. The Topside Fabrication and Integration contract covers the fabrication, integration, mechanical completion, commissioning assistance and load-out of the topsides deck. It furthermore holds an option to fabricate the 500 tonnes Solids Handling Module.</div>

The Balder has been out of order since the 28th of December when an unexpected flooding hit the vessel. Two thrusters of the Dynamic Positioning system were damaged and water came in via a cooling water pipe. No one on board was hurt during the incident and no harm to the environment occurred.</div>
<div>&nbsp;</div>
<div>At the time of the incident the DCV Balder was working in the Gulf of Mexico. Thanks to a quick and professional response from the crew, the situation was brought under control within 90 minutes. In that period of time the operations were successfully and safely stopped without accidents, damage to facilities being installed, or harm to the environment. </div>
<div><br>Immediately after the incident the vessel was able to propel itself to shallow water for a full investigation. The indicated cause of the incident was the inadvertent opening of a cooling water valve during a maintenance operation. Depending on the speed of repairs, the DCV Balder will be operational in February.</div>
<div>&nbsp;</div>
<div>Heerema's other DCV, Thialf, is en route to the Gulf of Mexico from Brazil and due to arrive in February. The schedules of both vessels will be optimized to minimize the impact on upcoming projects. The Balder will not be fully operational at first and the Thialf can take over some Balder duties.</div>

<P>Issued on behalf of Dockwise, owners of the vessel<BR><BR>Earlier this morning, the semi submersible vessel Mighty Servant 3 developed a list and sank after the offloading of the drilling platform ‘Aleutian Key’. The vessel is resting at the sea bottom in approx. 62 meters of water. The drilling platform did not sustain any damage and is underway to its drilling location. <BR><BR>All of the 21 crew of the vessel have been taken of the vessel and are on their way to the Port of Luanda on board of one of the supporting vessels on stand by during the offloading. The 83 crew of the drilling platform were all safely on board of the drilling platform at the moment of the incident.<BR><BR><BR>The vessel is approximately one mile off the North Angolan coast and very close to the entrance of the port of Luanda. Local authorities have been informed and are assisting in the response effort.<BR><BR>The cause of the incident is not known at this time, but is being investigated.<BR><BR>The 27,720 dwt. vessel is Dutch flagged and sails with a combination of Dutch and Filipino crew. Families of the crew members have been informed. The decision to introduce a new vessel to the market follows the strategy of HMC. Recently the Advisory Board decided to proceed on the design of the vessel. The estimated investment for the new vessel is 1 billion US Dollar.</P>
<P align=left>The strategy of Heerema Marine Contractors focuses on full field development in the international oil &amp; gas industry, including possible future development in the Arctic.</P>
<P align=left>“Heerema Marine Contractors is known for its strong and successful position as offshore construction contractor. A new generation, deepwater construction vessel is needed to meet the demands of the national and international oil companies. Market developments and needs from customers, as well as our current market position are strong drivers behind the decision to proceed with the design of a new vessel,” explains John Reed, the Chief Executive&nbsp;Officer.</P>
<P align=left>The design of the vessel will begin immediately and will be fast tracked. A tender to select the best shipbuilding yard, which will likely be in Korea or China, will take place in the near future.
